
Emanuele is the Head of Competence Centre for Behavioural Insights of the JRC (Joint Research Centre, the European Commission’s science and knowledge service). He holds a BA in Economics and an MSc in Economics and Statistics (ECARES, Brussels). He joined the European Commission before completing his PhD, which included research on trust and reciprocity.
Since 2007, when he joined the Commission as a behavioural economist, he has been applying behavioural insights in policymaking, as a complement to other traditional approaches. His work has resulted in several Commission services using behavioural evidence in concrete policy initiatives, such as the ban of pre-checked boxes for ancillary services in online contracts (Consumer Rights Directive), the adoption of energy labelling for electrical appliances, the review of the Tobacco Regulation and the EC Recommendation on Online Gambling.
He recently co-authored “The Application of Behavioural Insights to Policy in Europe”, in the Handbook of Behavioural Change and Public Policy (2019), and “The evolution of behaviourally informed policy-making in the EU (2021)”.
